what type of Moniter do i need to use this card right my old one is only giving me 21FPS becuase it is in the DVD spot of the moniter?

I assume by DVD you mean DVI, but your monitor and its hookup shouldn't make a difference for your frame rate. Your framerate is going to depend a lot on the game and settings, as well the rest of your PC hardware (RAM, CPU). You should make sure you are using the latest drivers meant for the video card.

Upgrading from 2 GTX 760's to this.  My question is I have a Haswell Motherboard with a 1000 Watt motherboard.  Will I be able to upgrade to this?

Your motherboard should be fine but without exact product info I can't guarantee anything, and so long as you use a tier 1 or 2 PSU (Google it) you shouldn't have to worry about power supply. It's a simple PCI-E connector. Both use 8 pin connectors so you shouldn't have any issues on the PSU side, either. Be mindful that your CPU MAY bottleneck your performance (but probably won't). Also, it's a MASSIVE GPU so make sure you'll have room in your case.
