What is the actual size of the board? it just says micro atx.

Hrmm, well, I think Micro ATX about covers the size. The only thing you really need to make sure of is that your case can fit a Micro ATX board - That IS how they measure the size, although I suppose boards can vary a very small amount, generally speaking, they're going to be very similar.

Why would anyone waist their money buying this?
My first build was asrock and they had the ram voltage set too high.

I bought it for the price, the form factor, and the three video ports on the io. Since i am not using a graphics card (casual build for a friend), and since he wanted to use 2 monitors, and possibly 3 in the future, i found this to be a very nice mobo for the price. the voltage settings looked pretty good to me (1.5v for ram, exactly the ram voltage necessary), except for when you enable the pentium anniversary "boost". i disabled that and manually overclocked the pentium g3258 after seeing that it sets the cpu voltage to a crazy 1.42v just for a 4.2 ghz overclock! thus, my only advice is to manually set everything. not a bad mobo at all :)

Can you overclock an Intel i5 4690k on this motherboard?

Yes, so long as you have enough cooling. Whether that be a high grade air cooler or a liquid cooler, keeping the temperature down is your main concern for overclocking.

But I managed to clock my i54690k to 4.4ghz on this board with an all in one liquid cooler to keep the temperature down. It is very simple to do with this board, as there are preset overclock settings that you can select in the bios.

Is the Z97M Ann LGA 1150 Intel Z79 a quad core 3.0 GHz(Per Core)?

This is a Z97 micro ATX motherboard designed for the Haswell Refresh line of processors, such as the Intel G3258, i5 4690k and i7 4790k. However, it is compatible with any LGA 1150 processor, which is the Haswell and Haswell Refresh line. The motherboard itself does not have a clock rate. The processor, which you have to install in the motherboard, does. The CPU (a.k.a. the processor) has a specified number of cores and threads, and a specified clock rate per core, depending on the model.
