Will this work on a Compaq S4100NX 1024 ram 2.5 ghz Celeron with Linux Ubuntu 14.04 32bit basic PCI ?

I bought the card to upgrade the video on a Dell Dimension 3000 which has on board video which stopped working on any internet video content. The Radeon HD 3450 greatly improved the video but it's still not quite as smooth as I would like. I think the age of the computer limits it's performance. Still, it was a good upgrade.

Does This Video Card Run alongside a pci-e graphics card? and if so, will it limit the performance of the pci-e card in any way?

The answer it: it depends. (This assumes of course that the pci-e graphics card also is an AMD card, not an almost always incompatible NVidea or Intel card.) If you setup a screen from one of the cards to "duplicate" the contents of a screen either on the same card or on the other card, then the highest performance you can get is that of the least capable screen. (The 3450's composite and S-Video modes cannot exceed a resolution of 1024 x 768, for example, although in practice a television set using either of these inputs cannot exceed a resolution of 720 x 480. The 3450's maximum DVI and VGA resolutions are far higher than this, when they are not duplicating a lower resolution screen.) If you setup a screen as an "extension" to another screen, then neither screen imposes any performance limitations to the other screen.
