Question 1

The photo specifically shows a low-profile bracket. The specifications of what is in the box make no mention of this bracket. Is a low-profile bracket included with this card?

When I purchased in August 2013, both the normal bracket and low-profile bracket were included.

Question 2

Is this card compatible with Dell PowerEdge 2950?.  I see an available PCI E slot in the server.

I haven't personally installed in a Dell 2950 (but have in T420 and T620 models).  Note that it requires a PCI x4 slot not a x1 slot.

Reading from the Dell 2950 product manual:

The system is available with either a PCI-X or a PCI Express (PCIe) left riser board option. The PCI-X left riser board provides two PCI-X 64-bit/133-MHz expansion slots, while the PCIe left riser board provides one PCIe x8-lane expansion slot and one PCIe x4-lane expansion slot. The half-height center riser board provided with both PCI-X and PCIe left riser board options features one PCIe x8-lane expansion slot.

It looks like there is at least one PCIe x8 slot on all models (which should work).  On some models there is an additional PCIe x8 and PCIe x4 slots as well.  I don't know which model you have.  You will need to check.

Question 3

If this were to be installed in a pcie1.1 x4 slot (10Gb/s) and I'm not using the front panel connector, would the 2 rear ports still run at 5Gb/s? I've got an old server this would be perfect for. To be quite honest, I'll probably never use more than 2 of the ports at the same time (one drive to another) even if I were to plug into all 4.

whether or not you're using the front panel connectors doesn't matter...   if you're transferring from any port on this card to another port also from this card you'll be capable of getting the full 5Gb/s   ...the only caveat here is if your front panel ports are adapted [i.e. your chassis is pre-3.0 USB and you've adapted them or they use pass-thru cables or the older, non-standard (not 19/20-pin) adapters] and of course your external USB devices you connect must actually make use of it

however, if you're transferring from any port or ports to another hub, bus, controller or card you'd be limited to >2Gb/s (PCIe 2.x) or >1Gb/s (PCIe 1.x) before the 'destination' is even taken into account (SATA III SSD, onboard USB 3.0 ports, main memory etc)

I got my drivers from SYBA and they sent me an e-mail with a link the same day I ask for their help. I don't know if the software if on HighPoint's site or not. Sorry.
