Question 1

This may sound a little dumb but after attaching all the cables the computer will not power up. Is there something I missed? the 24 pin cable has two parts at the psu, an 18 pin section which fits nicely in the psu and a smaller connector. Which slot do you plug the smaller connector into?

If I am reading this correctly, the smaller connector is your CPU plug, it should be towards the upper left part of your motherboard. Your PC will not post without it plugged in. Now, if your talking about your 24pin mobo cable, and you're saying that only the 18pin part is the only piece that connects, then the other piece doesn't connect to anything, as the 18pin is sufficient.

Question 2

Is This Fan Made to be facing the floor?

The fan is meant to provide cooling to the power supply and exhaust out the rear of the computer case.  The orientation is typically fan side down, but the main thing is that you get air flow in order to be able to cool the supply.  And this unit actually has the logo reversed on one side from the other so you should be good regardless of which way you do it.  Again, just make sure you can get air intake.  This one has a passive cooling system so the fan doesn't actually turn on unless under a real load.   But when it does, it's cause it needs some air to cool it down.  Anywho, hope that helps.

How long is the power cord? Cant find where it say how long, i need it long enough to plug in on another wall since I dont have an outlet near my desk

3ft. the 650 is silent fan never has to run . you can run an appliance ext cord to  the power strip

Any one else have this problem?
My less than one day old CORSAIR RMx RM650X 650W sometimes makes a lot of noise when the fan turns. Kind of of whuring noise for 5-10 seconds. Sometimes multiple times. Doesn't always happen. It is loud enough to be hear over a Fallout 4 gun battle.

I don't know about how much load your GPU is drawing from the rail you are connected to.  You can try moving it to another rail and see if that helps.  But I've had my CPU clocked at 100% load on all four cores for multiple hours for durability testing and never heard anything out of my RM650X.  Was quiet as a mouse.  So maybe a defective unit, but I don't know the difference between the load on my CPU vs your GPU.  The ones I tested with were i7-3770S's which have a max TDP of 65Ws.  I've got a 3770K I'm about to throw into a Maximus V Gene board.  I'll do an overclock on it and see if anything changes once I get it a radiator but at spec its 77W Max TDP.  And I need to run an AIDA64 test on my current cards so If I observe anything there I'll update this post.

Question 5

can i plug a 6 pin PCIe cable for my GPU into the 8 pin slots or can i use the peripheral or sata connector on the psu to power my gpu?

It comes with a cable that will work for 6 or 8.  One set of two is off to side and can be left ynconnected.

Question 6

All of my computers have a ATX 12V 2x4 connector.  I don't see this listed in this PSU.  It looks like it may be listed in the actual description of the item.  Is this still a standard on newer PSU's?

On this corsair series, they have a 4x4 cpu connector that you can break apart to fit an old four pin connector.  So you should be good there.

Is this a so-called 'single rail' PSU or is it the 'multi-rail' kind?

The answer is right in the specs tab. All 54 amps available for +12V is one rail.
