Does this include a CPU cooler?

No, this item does not include a cpu cooler. It is becoming more common for cpu manufacturers (especially) Intel to not include a cooler our heatsink with their processors. This allows the customer to choose the cpu cooler that is best for their system. If you intend to use the computer for gaming, or professional video, audio, or photo editing a liquid or water cooled cpu cooler is recommended. If you intend to use the computer for typical everyday use (browsing internet, typing word documents, etc.) pretty much any cooler that fits your cpu type will work.

Will this work with 2400mhz ddr3 64gb memory??

It looks like the fastest memory that has been validated by Intel in the ivy bridge-e is DDR3.  Can't include links to other sites, so you will have to Google verification on that.

Scroll down to 'traditional client'.  I cant get at the PDF on my phone.  Your MoBo manufacturer will also have a compatible memory list document, probably at the same place you download your drivers.

If your kit isn't listed at either of those lists, there's a good chance your system won't run it at full speed.

To the best of my knowledge, the Ivy-Bridge and Sandy Bridge-E (socket 2011) procs do not come with OEM heat sinks, unlike their non 'E' brethren.

However, they're so efficient that even a Hyper 212 plus or similar cheap jobber should get you up past 5GHz if your case has good circulation.

Socket 2011parts do not come with stock coolers or fans.  They pretty much require at least a hyper 212 evo or equivalent, or a water loop if you are going to OC much.

Can I install this processor in an Asus Sabertooth x79 with an LGA 2011 socket?

That's a fairly common board to install an Ivy Bridge-E on.  You shouldn't have a problem, the socket number is the same and X79 is just the chipset.

I have had good experience with Asus boards so far- but the enthusiast class ones can be a bit funky on first boot.  Be sure and read the manual for specific first boot instructions, and it would be a good idea to google the bios error/boot codes, cause I think that board has their little LCD boot code displayer.

Per information on the Intel website about naming conventions on 4th and 3rd Gen Intel CPUs:

Using this CPU as an example, an Intel Core i7-4820k would be "Brand" (Intel Core), "Brand Modifier" (i7), "Gen Indicator" (the 4 in 4820), "Alpha Suffix" (K = unlocked).

So yes, this is a 4th Generation Intel CPU.

64gb of what? Ram? Or SSD space? If you mean Ram, that's major overkill amount of RAM. If SSD space, it should fit Windows 8.1 Pro on it. As for if this CPU will run Windows 8.1 Pro, yes this CPU can run it and anything else you can throw at it without so much as a hiccup.

CPU only. There are some really good aftermarket coolers though. I've got a noctua DH-14 (I think that's the model) and I have zero problems with cooling my CPU.
