This has happened with a 20 dollar mail in rebate that never came with my Corsair mouse, and about 4 different mail in rebates when i built my computer. The "Free add-ons" and rebates never come with the items in my experience. Other Thoughts: I would not recommend trusting that they send their additional items that make the initial items a deal in the first place.
