That is not true. You can change the code to standalone IOS and it will be an Access point all by itself. The center ring lights up with a color code to tell you what state the access point is in. You can tell if anyone is associated just by the color of the ring in the middle. This AP can also auto scan the airwaves for the best channel on it's own at bootup. Cons: Requires pro-level wireless deployment knowledge for advanced setups. Other Thoughts: BE AWARE that the 1131AG lightweight requires re-flashing to stand-alone mode if you don't own a WLC (Wireless LAN Controler). If you are not familiar with Cisco IOS and have only a rudimentry understanding of network topology DO NOT BUY THIS!
