Question 1

I have bluetooth headphones (mainly for my phone).  Will this let me listen to audio(think music, games, videos) from my pc?

I would think that that would depend entirely on the headphones.  Have you checked the manufacturer's website to see if they are compatible with a PC?  I have a set of Tutle Beach Headsets that I actually bought this for, and it doesn't work at all.  Now, I will say that that the headset is not compatible with a PC so it is not the fault of the Bluetooth device.  I also have a Motorola S305 that it will not connect to either.  I'm not entirely sold on this to tell the truth.

Is this adapter Windows 8.1 compatible?

While I have used this adapter only on Windows 7 machines (my Windows 8 came with Bluetooth installed), I can tell you that I purchased one these, and then two Asus. The Asus were total losses, and I re-ordered two more of these IOGear. If you get them with a promo code from Newegg, I don't see how you can miss. Perhaps you can post this on the support [at] Microsoft [at]com forums, where the Communities are often EXTREMELY knowledgeable. Good luck!

Question 3

Need this adapter to connect my Samsung Windows 7 laptop to a Sharkk Backlit Bluetooth keyboard. Right now it connects to my iPad, but that's not what I got it for. I need the Sharkk to be in the iso booth with me and "talking to" my laptop and the recording software I use. The iPad is only in the booth for reading off the copy. Right now the keyboard only connects to the iPad. Sure hope that's clear. So is this the adapter I need?

This adapter will pair with any bluetooth device you have. I bought it for a similar purpose as you and it has worked wonders. Thw best part about it is how low profile it is. It makes it less likely to get caught on anything and snap.

Can you plug this Bluetooth adapter into a TV's media port  to make it Bluetooth capability for most Bluetooth devices aka "laptops or tablets"?

no but you can plug it into your laptop or computer and then plug that into the TV so then you can use the bluetooth device.

Hi.... I think there is a misunderstanding. IOGEAR GBU421 is a micro device with a standard USB size NOT a micro USB. It works with desktops, laptops, and any other devices with full USB interface such as Microsoft Surface. All iPhones and other smartphone have NO standard USB port.

I have a Dell Inspiron 1525 purchased in 2007.  Must I use an older adapter such as this, or will the newer 4.0? ones work?

It's a USB device, so as long as there are drivers available for your OS it should work fine. The 4.0 version specs say that it is compatible with XP, Vista, and Windows 7. 
 
4.0 compatibility isn't about the computer, but the accessories.

If you just want bluetooth for existing BT2.0 devices, then you'll be fine with this one. If you have accessories that require Bluetooth 4.0 functionality (lower power consumption), or are planning to get them in the future, then you'll want the 4.0 adapter. Either should work fine with your computer.
