Tech Level: somewhat high - Ownership: 1 month to 1 year
Pros: The USB hub works fine, and the mini-USB to USB 2.0 cable also works with my Android phone. Bonus!
Cons: This thing feels fragile, and "toy-like". My situation is similar to most of the other reviews on here. It worked alright at first (although the fans are a little weak and I wouldn't recommend this as a high degree of cooling for a gaming notebook), but the fans started making an extremely loud grinding noise. This telltale sign of a worn ball bearing shouldn't appear until after years of use, but it took little over a month for this pad to reach it's lifespan. Do yourself a favor and do not buy this, there are more effective cooling devices out there for cheaper.
Other Thoughts: When you pick a cooling pad, try to get one made of metal, not plastic. Also, you may wish to do as I do and just shy away from Targus all together. They seem to have a knack for using the lowest quality parts for their products.

Shameful quality (fans)

Tech Level: high - Ownership: 1 month to 1 year
Pros: Effective at first... ...until it's not anymore.
Cons: Less effective after half the fans blades break off. And loud. Very loud.
Remember- NewEgg rating system is 1-5 stars, NOT 0-5. Wish they'd fix that because most bad products get a higher rating than they deserve, while people don't realize that a 2-star rating on a 1-5 is about the same as a 1 star on a 0-4 scale. People would probably give the "extra" star to some mediocre products if they thought about the difference between 1 & 2 here. Ahhh, but I digress...
Other Thoughts: Targus should be ashamed of the fragility of this supposedly-mobile product. And if nothing else, they should offer at least ONE free set of replacement fans, since I can't seem to be able to find 80mmx9.5mm fans to even try to replace them.
Regardless, this is NOT an inexpensive cooler and should be much more durable. The noise I don't like but could accept if I wasn't down to 14 fan blades of 22 total.
Personally I like the design and the amount of air that the fans (use to) move. It has really kept my laptop cool. But the price is too high to consider it a "consumable" and replace it every 6 months. Wait until Targus promises to have increased the quality of the fans before you buy ANY of their notebook coolers.
I will be...

Not amazing, but a decent buy

Tech Level: average - Ownership: 1 week to 1 month
Pros: It got the job done, and done well. The bottom of my laptop is cool to the touch after being on my lap with this thing. It can plug into the wall (freeing a USB on your machine if you don't need the hub) or it can be powered by your laptop. And it doesn't take up much power - my 9 cell battery seems to be fine running more than 5 1/2 hours with it on, when it normally runs at 6 or 6 1/2 with it off.
Cons: It's a tad loud, but not terrible. the USB hub seems a bit flaky - I'm running Vistax32 Business and things plugged into the hub seem to mount and then unmount - but then my drivers on my laptop sometimes screw up so that may not be an issue for anyone else. You still need a hard surface, too, for it to be effective - on my bed or on the floor - I can still feel a temperature improvement, but not nearly as much as on a desk/on my lap. There appeared to be side vents which I thought would take care of that but they are apparently random holes.
Other Thoughts: A good buy overall, but it does have a couple kinks to it - which, without investigating further, could be my fault.
