Is the Power Connector for this case fan 3 or 4 pins?

This model has a 3 pin connector.  Works great with a fan speed controller or at full blast when connected to your motherboard.

There is also an Arctic F14 PWM fan that has the 4 pin connector.  (also on Newegg)  Only useful if you're going to utilize motherboard PWM functionality.  Same fan, but with a different connector and capability.

Question 2

What's the lowest speed it will run at quietly when controlled by my motherboard?   I have an asus board that auto detects minimum speed and lets me create fan profiles.  At idle my 900rpm thermalright fans will run at about 550rpm which is right about where you can't really hear the fan any more.  I'd like to be able to have better cooling when gaming but I need to know these things can spin slow when I want them to.

I run mine at full or 100% whch is 1344rpm and it generates 20db of noise, which is utterly silent.

Question 3

When mounted horizontally on top or bottom of case does noise increase? Silent motor and bearings?

I have one right in front of my power supply on the bottom of my case with a filter between it and the case and there's barely any noise. Its really the perfect fan.
