how does this attach on the non-fan end? am I correct in assuming that it will attach to a PCI slot?

Sort of, then end of the flexible shaft has a small screw hole, it is intended to attach to one of the mounting screws that attaches your motherboard to the case.  But its possible to secure it using one of the screws that holds one of your blank PCI slot covers on.

If you're asking where does it plug in, for power, it does not plug into a PCI slot.  It's designed to plug into an available 3 pin fan power supply on your motherboard, you probably have one or two of these available unless you  already have several fans in your case. They're often hidden all over the motherboard so you might have to hunt/check the mb manual.
