I dont understand how to use. 2.1A - does that refer to Amps or what?   How to do I know what to plug into the two different outlets. thanks

This device is for charging anything that uses a USB cable.  The USB standard is 5 volts.  The device has two ports for charging USB connected devices.  The port that is marked 2.1 outputs 5 volts at a maximum 2.1 amps.  The other port outputs 5 volts at a maximum 1.0 amps.  The 1.0 amp port is for charging small devices such as cell phones.  The 2.1 amp port is for charging larger devices such as tablet computers.  Although both ports will charge any USB connected device, it would take an extended amount of time to charge a large device on the 1.0 amp port, so that is why it has a higher 2.1 amp port for faster charging.  Charging small items such as cell phones with the 2.1 amp port can cause the battery to rise in temperature because of it's small size.  Charging cell phones on the 2.1 amp port should be monitored.

is this 110 to 240  or just 110 v?

It will work internationally on any power system, however you will need to buy a plug adaptor to fit other countries outside of the US/Canada.
