Question 1

i have a vizio sound bar that has a 'sub out' RCA and looking to add bass. will i get all the power and wattage that comes with this sub-woofer even though i am only using a soundbar to connect it with and not a receiver?

Yes, If you have a sub out RCA you can plug the cable into the back of this sub. However this sub will also need to be plugged into the wall. It's self powered from the wall. However this sub may be Overkill for what you are doing. This thing can shake my house at 50% perfect clear bass. I use this for a professional home music studio.

I also recommend this product -- (PSW 10). It's the same as this sub, just a little smaller. Same quality, smaller, great for family entertainment room.

Question 2

I have an old JVC RX-618 receiver that has no sub output and want to know if there is a way I can hook up this sub to it?

Yes...You are in luck with this particular sub. It has speaker level inputs that are run from your receiver to sub and from sub to your front speakers. You can look at what I'm talking about if you google search "Polk Audio PSW505 manual." In it you'll see a diagram on pg. 7.

FYI: Awesome sub!!! I bought 2...one for each corner. However, I connected mine with the RCA cables. Don't purchase 2 unless you purchase a different receiver with sub connections.

Is this a front firing subwoofer? Where does the vent exit to?

Bottom rear slot ported, not sure of exact measurements off hand but it's about 2 inches x width of box. Hope this helps!

What is the speaker output on this for? what is the watts per channel on them? I don't think it's in the specs.

The speaker out on the back of the sub is used in conjunction with the speaker in. This is a pass through for connecting front speakers through the sub instead of directly from the receiver.  It is basically there for a convenient alternate way of hooking your speakers up.  The speaker out is not powered by the sub, but rather through the pass through hookups from the receiver.  Whatever your receiver outputs is what gets sent to the speakers hooked up via this connection. So, run speaker wires left and right from receiver to sub and then out to front speakers. You still need to connect the sub out from the receiver to get the low frequencies reproduced by the sub.

Does it have legs ?
I want to set it on my carpet floor.

It has small ~.5" nubs for legs.

I have used it on a carpet with no issue, it just may leave a slight indentation if that's what you are worried about. If its a very soft carpet, it wont do much to actually lift it off the ground.

how do you hook this up to the receiver?

Two ways to connect this sub. 1st (easiest) RCA cable; 2nd via speaker wire. I connected mine via RCA cable because my receiver provides me one sub out connection, therefore I purchased a RCA one male to two female spliter to avoid having one of the RCA cables hanging on the side. Can you put this sub on a shelf or does it sound better on the floor?

I have a total of 4 of these.  As with any sub, they sound better on the floor.  However I have one of mine on a table in the corner (which makes it sound better as well) Plus I have a pair one stacked on another.  Never given me any problems and well worth the price.  They will put out a lot of sound in a modest room.  I have the remaining one in my bedroom and more than adequate sound coming from it.  I hope this helped a bit.  Corner, floor placement is best.

is it possible/ok to use two of these with a receiver?

It Depends on your receiver. As long as you have the outputs for two subwoofers it should not be an issue. Since this is a powered subwoofer you can use as many subwoofers as your receiver has outputs for. Although depending on the size of the room, 2 of these may be overpowering for a standard room. You may get better quality sound and range by using a 1 10" and 1 12". But it all depends on room size and what you are looking for.

Are any cables/wires included to hook this up to an existing system, and if not what other cables do I need to purchase?

No cables in the package. You need to buy one. Though there are several interfaces on the back, you just need to buy one RCA cable. You can search this one on Newegg for example: BELKIN PURE AV Model AV20500-15 15 feet Subwoofer Audio Cable M-M   (But I don't recommend this one. Too expensive, overrate. Any RCA cable (Male-to-Male) is OK.)
