Windows XP, since it is a 32-bit operating system, has the ability to see 4GB total memory. However, XP uses the top part of memory for system housekeeping, video card, etc. so this memory is not made available to the operating system. In a system such as yourse, 800MB or so is about what XP would remove from the system memory pool. So I suspect this is why you are not seeing the complete 4GB.
If you were running a 64-bit OS, you would not see this problem, as the amount of addressable memory is much larger. There is a 64-bit version of XP, but most people use 32-bit due to driver support issues.
The 64-bit version of Vista will likely gain a sizeable following due to support for DX10, and because Microsoft is working hard to ensure driver support. So this might be the eventual OS for you if you are interested in running with 4GB or more.

Pros: Works. Looks good.
Cons: None, but see other thoughts.
Other Thoughts: In M2N-SLI Deluxe, this had to be manually set to 1.9v 5-5-5-12 AND 2T. 1T renders the system unable to boot. Non hard set 5-5-5-12 (auto) comes up with 5-5-5-18 and system boots but is unstable. At anything other than 1.9v the system is also unstable. Now, having all this set correctly... seems to work great. Just putting this info out there if someone needs it. Cheers.

Other Thoughts: I'm not too surprised that this item is still available. I've had this item for 3 years and they still run great.
I was going to take off an egg for the lack of proper heat displacement, but these have got me through a lot!

Pros: Practically the same as the ones currently in my comp.
Cons: Packaged was open when I got it.
I wasn't sure bout this. Figured I put them in and see if they worked. My computer was acting up afterwards with not being able to startup on the first turn-on.
Other Thoughts: I'm not too tech savy. I may have damaged the motherboard with my poking around and cant blame these memory sticks. In fact, my computer works fine and does see all my ram when it does turn on.

Other Thoughts: Before you upgrade your RAM memory, just make sure you're getting a memory that's compatible with your current system by doing the proper research before you buy it. This will save time and money in the long run! Just my two cents!
