Question 1

If I use this to plug my keyboard and mouse into, will it be a problem?  I have heard that some of these cards don't work until the system is fully booted up, meaning that if you have to use the keyboard to enter any kind of log-in information, or use the mouse to click on something to log in, they won't work.

I bought the pci card to add additional usb ports to a legacy Dell 3000 I was setting up for my grandkids, so I did not plan to use the pci card as the source for the keyboard or mouse.  So the card works fine for my purposes.  After seeing your note I did try to boot the system with the keyboard and mouse attached to the pci usb card.  Once the Windows XP login screen came up I was able to use the keyboard and mouse to login.  However, there is one drawback I experienced.  During the initial boot up sequence I was not able to use the keyboard to get into the system setup screen.

Will this work in a NEC Ready 9712 with Win 95 Operating System?

Take a look at the motherboard and see if it has available PCI or PCI express slots.  This board is ONLY for PCI (not the smaller PCI express).  I suspect you have the much larger PCI slots if you are running WIN 95.
