Question 1

Will this card work in a computer that has windows 7 professional as the operating system? If so, is it Plug n Play?

I am recently purchased a Rosewill PCI card Model RC-302 and am using it in a WIN 8 computer.   I installed the card myself in a straight forward, easy, few minutes.  In my case it was Plug n Play.
I am now able to utilize an old printer on my new computer and new operating system.  My last computer with WIN 7 did not have this PCI card installed and for some reason I did not purchase and install it - I wish I had.    I just used the printer on an older computer.  While I can not absolutely say this card would have worked, I think it would have.

Does this also come with a low profile bracket ?

It did not but you can easily remove the full cover. It would work. As a matter of fact that's what I did with mine. I just removed the mount screws and It is quite stable.

Will this fit and work in a Dell dimension E310-P4 computer?

Is this compatible with Mach3 cnc program?

I have not been able to get it to work with Mach3. Mach3 works with EPP and while the card supports it the card defaults to ECP. I have not found a way to force the card into EPP only for Mach3.

Will this card work with window ME, XP ?

I installed this card on a machine running XP and it worked fine.  It did come with a setup disk but if I recall correctly, I didn't have to use it.  The system recognized the card and installed it.

Does this include drivers AND work with Windows 8.1?

Does have a driver disk but I do not think Win 8 is on it. However, I believe I saw the drivers you are looking for on Rosewill's website.
