does this need thermal paste?

Yes, as all cooling fans and water coolers do. Thermal paste fills in any little gaps and aids in heat transfer, it is an absolute necessity. Anything that is made to cool and has direct contact with the chip requires thermal paste.

how is this mounted to the processor and mother board?

with a bracket similar to many cooling fans it is just smaller at the mount, it does mount quite securely though and you should also, just like a heat sink, be sure to use a coat of thermal grease, not too thick...just a dab or twoand how I spread it is usually placing the metal bit to the cpu lightly and then moving in lil circles intil it is spread even and thin, but yeah then you have the bracket that holds it quite securely in place and the 3 pin wire that you must connect to the motherboard. In case you were wondering, the large radiator goes where the exhaust fan usually does in the case and a fan is mounted to that also. (standard size exhaust fan 120mm should be) However, as mine failed, I really don't recommend this product at all.

Question 4

Is this sufficient to cool the hot side of a 30W TEC (TEC1-12703)?

I am not too sure about that since the 30 w Tec is technically a heat sink itself the 120 millimeter closed loop liquid cooler what is a heat sink in a place where they manufacture a heat sink that you would put on your CPU if I had to guess I'd say it could work you just have to figure out how to mount it on to the unit that's pretty much all I can say at this time I hope this helps
