Some manufacturers place restrictions on how details of their products may be communicated.
In an effort to keep prices down, Gigabyte cut corners and used cheaper VRM's on this card. The result is that the voltage cannot be changed through software. To change the voltage, you would have to do a hardware mod, and even then, I wouldn't trust these VRM's with extra voltage as they will probably burn out sooner rather than later.
This being the case, the non-OC version of this card actually will probably overclock better than the OC version, especially if you put a good cooler on the non-OC version. This seems a little counter-intuitive.
That being said, after flashing to BIOS to MSI 6850 OC PE, I was able to get my card to 900 core / 1200 memory (4.8 effective) with temperatures never rising above 60º C during benchmarking. Decent, but I expected better, especially after paying extra for the "OC" version.
