I am running Windows 11 using this CPU.

Is the AMD Ryzen 5 4500 CPU suitable for budget-conscious consumers?

Yes! I had a Ryzen 5 1600 that would not work on Windows 11. I bought a 4500 and it works good. I USE IT FOR GAMING WITH A rx6600 GPU AND 16 GB MEMORY, AND ULTRA SETTINGS.

does this come with thermal paste?

The included cooler has pre-applied thermal paste, but it doesn't come with extra.

will this work with a ASROCK B450 steel legend?

I use it with a Gigabyte B450 and it works good.

I would assume "mostly" because it does not contain/provide integrated graphics.

does it come with a cooler?

Yeah it does. If you look on one of the pictures, you can see it says, "Wraith Stealth Cooler Included."
