Is it only compatible with an ASRock MoBo?

Not at all! Feel free to get it and try on whatever motherboard you have, given that it's at least a PCIe 3.0 or higher. I wouldn't buy it for older technology motherboard.

I'm using it on a Gigabyte Aorus B450 Pro WiFi with PCIe 3.0. Working fine.

Will this fit on an atx mini?

That really depends on your motherboard's layout and your case. The total length is about 13 inches, and the width is about 2 inches. You will need clearance for those dimensions in your system case, as well as nothing on the motherboard (ie RAM) behind your PCI slot.

I know the recommended PSU is 1000w. I have a prime tx-750 psu. Would that be enough for this card?

I would plan on upgrading your PSU to at least 850W; unless you are planning on upgrading to an AMD Ryzen 5900x, 5950x, or Any of Intel's 12900 processor models; then upgrade to 1000W. Don't stay on 750W if you are upgrading to 6900XT gpu though.
