According to the specs, it should support 2 monitors. 
I use only one monitor, so I can say for certain. However, I will say that it is rock solid for light gaming, and every day use. Price vs performance makes it a winner. If you want a high performance gaming card, you will pay much more.

Will this card work in a PCIe 2.0, is it backward compatible?

Yes it will be backwards compatible, but you will lose a bit of performance. Looks like its time for a system board and CPU update too.

What version of the HDMI specification is supported?  Does it support HDMI version 1.4a, released in June of 2009?

Yes you should expect that this card was released after 2011

What is the minimum power supply needs for this card?

spec is 75 watts which is less than 7 amps, just about any power supply would work. I would use  400 watt or more depending on the rest of the system.

Will this card support running three monitors at the same time? Customer wants it for financial use, not gaming. Thanks!

Yes, I have no problems with 3 monitors attached.

Also, using an HDMI cable, it allows me to connect a fourth item like a TV if desired.
