Does this PSU come with a 16 pin (600W) or 12  pin (450W) cable?

Yes, mine came with that cable and I am running a 3090 TI with it.

Question 2

is this RGB Capable? and if it is, is it a 4 pin or 3 pin RGB header? Trying to upgrade my PC and want everything to be the ASUS brand and RGB capable.

This PSU is made by ASUS and they advertise the aura sync which requires a connection to the +5VDC 3pin ARGB header. The solution depends on your setup (i.e. number of ARGB fans and other ARGB accessories). For me, I will connect the ARGB cable that comes off of the PSU into my ARGB hub.

While I did not confirm this, I wouldn't spend the time to do so, because on the ASUS manufacturer posting it shows Aura Hub, which means ARGB cable.
