NO!
i9s use socket 2066. They are incompatible and besides they lack the interconnections required for multi socket functionality by design.   
The Asus Z10PE-D8 WS accepts only Xeon CPU E5 with socket 2011 V3.

You need to look at X299, single socket platforms for i9s.

I am about to order this motherboard for my new vray render workstation , i will get 2x Xeon 2640 v3 "I have an offer here for half price on CPUs" my question is can i run my "Nvidia MSI 980ti seahawk " ?

This board is interesting,  I got some erratic behavior when I first fired it up.  For the next month the behavior leveled out, and the machine gradually became more noticeably speedy.  Kind of like it was "learning about itself."  As far as your MSI Nvidia seahawk, when everything levels out, should be like two peas in a pod.  I tried an Nvidia 1080 , then 2 1080s in SLI, and currently an Nvidia TITAN-Z.  All ran (and is running) very smooth, fast, with absolutely no problems.  You should be fine with that card.

Question 3

Can I install one processor for now , and add the second one next year? I'd like to have dual Intel Xeon E5-2637 v4 processors but I can afford one at this time.

Yes you can install one processor for the time being. Depending upon the version of the board you may need to update the bios before it will recognize the v4 xeon. Though im unsure as to why you would put a quad core xeon in a dual xeon board. An 8 core i7 or i9 on an x99 board would be a better choice cost wise unless you are looking for ecc ram and 80pcie lanes.

Has anybody try running Windows 10 Pro on this motherboard?

We have run windows 7, 8, and 8.1. The problems we encountered were the ASUS BIOS not supporting nVidia video cards which were not made by ASUS.The board passed all of the benchmark and load tests we could find, and remains stable, once we used ASUS video cards.

Will this board work with E5-1600 series CPUs?

I very much doubt it. that CPU needs DDR3 memory for a start and this board, designed for more recent CPUs needs DDR4. I'm not sure but I think the socket changed some for version 3 as well. It's a pretty fussy board I can tell you so doubt it will work out of spec.

Question 6

Hi,
 my question relates to proving all CPU/Memory functions of a new one of these dual CPU motherboards work,  during the first 2 weeks after install.

1. I will just have basic board 
2. One CPU and 2 sticks of memory. Will fully expand to 2 cpu's + memory as finances allow later in year).

Q1. to prove both CPU sockets have no manufacturing defects, I want to try board with my single CPU and 2 sticks of memory, First in one of the CPU sockets for 5 days, then swap it to the other CPU socket and it matching memory sockets; then run the board for a further 5 days.

So with the board work with just one CPU in either socket. IF NOT the can Asus improve BIOS or next revision to allow such initial system testing, prior to placing it into operational service.

Q2. Also since I will only have one GPU to start can I use it in any of the PCIe slots to confirm they are functional

I have this board in a new build and I am running 2- Intel 2643 v3 processors with 2 PNY (nvidia) k4200 gpu's, and 64 GB RAM. I have done the research on this prior to the build and from everything I looked at and discussed with techies you will need to add the 2nd cpu to test full functionality of this board.

While they say you can run just one, the boards were designed to only operate on 2 cpu's for full function of the board. And they were designed to really only run the intel 2600 v3 series cpu's, so if you have another processor in this board then you might have some issues. It is a professional high end product with very narrow but extremely powerful compatibility when set up with the cpu's it was designed for.

As for the gpu location, mine are set in the 4th and 7th slot from the top and monitor is run from the one in the 4th slot. This was recommended from my computer build guy here so I'm not sure why he had me set it up in that configuration but it works. So I would try the 4th slot. 
 
I use my unit for Autodesk Revit, a RAM sucking architecture program and have the high gpu's for rendering. I hope this helps.

Yes you can.. but be aware that you can only use xeon processors and you won't be able to over clock them

If you're willing to put in a substantial effort, it seems likely. Tom's hardware has an anecdote from someone who found out from ASUS:

"The board requires the latest version of BIOS and also an update of a chip on the board for correct functionality with v4 CPUs. The update of the chip can be done only in ASUS Service Center."

There seem to be 3 such service centers in the US.

Can I put 2 6950x's in this?

Xeons do not support overclocked memory and require ECC. If you use v3 Xeons, you should use DDR4-2133 ECC. If you use v4s, DDR4-2400 ECC.
