Are all ports on this switch POE? Or just a few reserved?

All Ports are POE capable.  I believe there is a max voltage that can be spread across all ports.  Its a great switch and not like the Netgear where only 8 ports are POE.

Question 2

I have a Cisco SG 300-28 switch in a private network connecting some machines and a server.
The data send from machines to the server in UDP packets are not reached to Server.
My knowledge in networking is poor.
Please help me ?

Hi.  This switch is not going to filter packets.  Your issue is firewall related and has nothing to do with this Cisco switch.  
Since this is not the venue for this kind of support, I will leave the answer at that.

What is the technical difference between the SG300-28P and the SG300-28PP?

The 28P is POE only (802.3af) and the 28PP is both POE and POE+ (802.3at)
