Yes, each port can either Auto Negotiate, or be configured for 10M, 100M, or 1000M Half or Full Duplex.

Yes, each port is 10/100/1000 or Ethernet, Fast Ethernet and Gigabit Ethernet compliant.  Great switch for small business.

is this a level 3 switch?

No. This is a layer 2 switch only. Unfortunately, when I purchased this device I was unaware of the distinction and had to purchase a few small devices to act as DNS servers on the cheap. However, it is one of the most powerful and inexpensive layer-2 switches I could find on the market.

will this run on 208v system or just 120v or 240v ??

It has an external power brick that is able to accommodate any of those voltages.  You just need the correct adapter to plug it in.
