Is this fully Modular?

NO, not fully modular, rather partially modular.  Manufacturer figured what a basic user needs all the time such as motherboard & HDD power cables and made them permanent, but included four extra plug-in cables to use as needed.  Search Google images for some pictures.

Question 2

Can I use this in a Dell Inspiron 530? I'm not sure if I can replace an ATX with an ATX12v.

Yes, it will work. The 12v is just the difference on the power rail. there are 24 pins instead of 20. It will work for you. If your motherboard just uses the 20 pins there is a clearly marked extra four pins that you can either not use or it does have a removable clip. to totally get them out the way.

Is it normal to not have a 115, 220v switch?

This question should really be answered by the manufacturer.  However, many devices (shavers, hair driers, laptops, and power supplies) are today designed to work on a wide voltage range to accommodate international voltage standards, without a switch.  So I would have to say, 'Yes, it's normal'...in 2014, not in 1960.

Question 4

I purchased this PSU for use with a MSI A78M-E35 Micro ATX FM2+ Motherboard.   The PSU has a 24 pin power connector which matches with the motherboard.  However, the PSU does not come with an additional 4-pin power cable for the CPU power.  Based on the specs listed here, I assumed it would have a 4-pin CPU power cable.  Am I missing something?  Is this PSU compatible with the motherboard above?  Thanks.  Scot Rafkin

Hmm, I Cant recall if I got this for an intel or amd however most power supplies these days work for everything.  I have realized recently that they are adding more 6 pin Molex connectors for the graphics cards.  Take a look at the shapes on the mother board and compare them the the shapes on one of the 6 pins. You should see that 2 of the pins separate leaving you with 4 pins. The 4 pins remaining should match in shape with the 4 pin slot on the mobo :) good luck !

Yes. The 8-pin can separate into a pair of 4-pin connectors. I had to do this to install this into my own computer.

Does the rebate work? Has anyone been scammed or denied their rebate even if it was correctly filled out?

I have purchased several Corsair power supplies with rebates and I received all of them. It does take awhile but they tell you that up front.

How come this Power supply doesn't come with a 4 pin cable?

I have a  FM2-A55M-E33 Motherboard and I'm not sure why I'm missing the 4 pin cable from my power supply?

Help please, it's my first Build.

It does. The 8 pin connector separates into 2 4-pin cables. Only use 1 and leave the other unconnected.

I would like to use this to backup a monitor heater 2400 that draws 2.8 amps at 308 watts because when the power blips the settings are lost and has to be reset manually also have a monitor 441 that seems to have a backup installed. Most people here are likely not into heaters but the question is will it power a 110 volt device?

Question 10

Will this fit into Dell Studio 540? I want to replace the LiteOn model PS-6351-2 that has 1 24-pin, 4 SATA and 1 4-pin connectors. That is 350W. Thanks.

I believe that this should fit properly in your base if you have the mid-tower design of the 540.  The required 24 + 4 is there, as well as more SATA than you need.  (I think it was an 8-pin aux power but you just plug in the first 4 as it will only fit one way).  Power supply feels like quality as it is heavy...  Much better than the factory Dell junk they put in those boxes.
