Question 1

Would this work to cook an i5-9600K overclocked a little or not overclocked at all?  Thank you for the help and be well and be safe out there.

I have excatly the same CPU and run a 5% overclock with absolutely no problems .  Thermal paste is important no matter what cooler you use, and the top of the line Cooler Master paste reduces temps so much, even a stock cooler seems viable. 
Im betting 95% of the people who gave this cooler a low rating can't apply paste correctly .

Question 2

According to pcpartpicker this will fit a antec VSK10 but it will only have 3mm clearance . Is this enough space ? I have an AsRock b450m ac and will do a minor OC on a Ryzen 3 2200G.

I cant see an issue, the side window will easily handle the heat generated at the top of the cooler which won't be severe anyway due to the fact the temperatures on a fansink are highest at the bottom 30% of the cooler. 
3MM is tight, but the rear fan is still lined up well enough to quickly disperse heat that otherwise would "puddle" in the rear corner of the window eventually causing discoloration.

I say, go for it!

With the Cooler installed on a AM4 motherboard, does the fan have the ability to push air out the back of the case? Or is it like the coolermaster ones where the fan pushes air out the top.

Hello, It ultimately depends on how you orient the cooler. The side of the fan that is "exposed" is the side air is being pulled in from, so if that side is facing the front you will be pulling air from the front and pushing it out the back. Any idea if the LED's can be controlled by a  12v 5050 SMD motherboard header?
 I have a Biostar "racing" mobo that has  2 of those headers controlled by "Vivid LED DJ" RGB software, would be great to control fans and not just the LED's on the board.

Hello Greggory,

Most motherboards that have RGB control software should have no problem being able to change the color of the fan on this unit.  it is important to note that you should have the appropriate header on the board to achieve this, otherwise you may be stuck on the fan's default RGB profile.  I would recommend reaching out to the manufacturer for more information on this product, hope this helps!
