How are the fans powered?

There's a USB plug on the mat that gets plugged in to the computer's USB port. So long as the computer is on, the mat will run (it shuts off automatically when you sleep/power down the computer). The USB plug on the mat also has a USB port on it, so you won't lose the USB port on the computer when the mat is plugged in.

How thick is this cooling pad when it is not adjusted to any angle lying flat?

HI, Susan L. At the flattest setting the Cooling Pad is ~ 2.5 CM; however; the location of the USB power cable dictates caution when maneuvering to a completely flat position. A bit of tape will help keep from pinching this small cord. Susan, I hope this was helpful, Sincerely; John M.

Is good to actually use in your lap, or is it meant for use on a table?

I would say it's definitely better designed for a table, but it works just fine in your lap. When it's elevated in your lap, only the narrow bar sits in your lap (see picture 3 of product images), so it can be a little awkward until you get used to it. But I routinely use mine both on the table and in my lap and I haven't had any problems. You just have to get used to it.
