The reviews say this is a physical copy and a previous question says it is a digital download. What is it?

There are both available. If it says physical copy then you get a disk, if it says digital DL then you have to download the games. In either case you still need internet to DL origin it is like steam. But it's a great you get all the games.

Is this the download code, or physical DVD/CD Disc?

A download code.  It downloads through Origin Games, a decent server with a lot of other games to offer (Battlefront, Mass Effect, Battlefield, etc.).  Check out their server.  It's free, so you can download Origin without having to buy anything else.  I bought this and downloaded it a year ago, it is nice to not have to pop a disk in and out, and it stores on their server so it doesn't take up a bunch of disk space.  HOWEVER:  If you don't have access to a stable internet connection, it might not be your best avenue.  You have to be signed in with Origin to play them.  I, for one, love it.

Will this game work with windows 7 or 8???

Yes it will I'm running Windows 8.1, the game will require you to download EA's Origin client and from there you will play all the C&C games :-)

Yes it will I bought it for my Win down 8.1 laptop so no worries for 7. Not sure if you know but there is no disc every game must be downloaded is the only downside great game otherwise

Unsure.  I can update to 10 this week and then try.  Windows is pretty good with their backwards compatibility settings. If you need an answer now then, 95% yes

What you download? Just the access to play the game, or can you install the entire game on your HD, so you can play offline?

I am 99? sure you download it and then can play offline. They install locally. You need to have an EA account though. Creating one is free.
