Question 1

I'm new to water cooling and on a tight budget. I need to know if I need to buy anything else with this, like other components or something? Or do I just install as is, plug and go?

The package contains everything you need, assuming you have a modern motherboard.  This will also depend on if you have a header on your motherboard that supports the amperage requirements of the complete unit, as if you use the included fan header mouted to the radiator it is all powered through one cable (pump, 3 fans).  You'll want a header that supports between 1 and 1.5 amps.

Question 2

It says no thermal paste required for CPU. Is this actually true? I couldn't find mention of it in the instruction manual.

You don't need thermal paste, it is already spread on the heat plate for this unit. It's decent quality too, so no worries.

If it's a new CPU you're putting it on, you're good to go. If it's an existing CPU make sure you clean it well, with 90% Isopropyl alcohol and coffee filters (no lint).

But to answer your question succinctly, you do not need to provide thermal paste if you're putting this on a CPU, it's already on this product. So yes, it's true.

Does anyone know if they've fixed the pump issues reported by early adopters?

I bought mine June 2017 and haven't had any pump issues. Also, there's a 5 year warranty that comes with your purchase of this particular cooler.

Are all 4 G1/4 fittings removable? What size tubes fit in the fittings?

I'm not exactly sure what size the tubing is, but as the description lists them as G1/4 I would hazard a guess that the tubing is 3/8 inch ID by 5/8 inch OD.  As for the fittings themselves, only the fittings on the radiator are removable. The fittings on the block are fixed and only look like standard removable fittings.

Also, very important, the system is made entirely of aluminum parts, so if you intend to expand the system you MUST use compatible parts or there will be corrosion issues.

Do not get this sip I bought 2 and the pump went out on both within 2 weeks after about a year and 3 months they replaced them but I have had a hell of a time with this and now I just can’t recommend this as I did at first

Will this fit in a Corsair Air 540 Case?

This "WILL NOT" fit in the upper area of the case that is reserved for extra fans. I had to stand it vertical between the motherboard and the Fans in front. As if each one of the 3 LED fans blew right into each fan of the fractal cooler. I plan on 3d printing a bracket to make it less weird. If I had it to do again I would have got 2 fan cooler.

What is the cooler filled with?  Is there any maintenance associated with the cooler?

The cooler is filled with some sort of antifreeze to prevent freezing when shipped in cold climates. Couldn't tell you exactly what. There is no maintainence. You plug and play til the pump stops working. In that case you can rip it apart and build a new loop out of the radiator because it is built to be that way.

Will the hoses reach the front of the R6 case?

I have mine mounted in the front of my R5. Hose reaches fine to the cpu.

Will using the fan headers on the cooler restrict access of Asus Aura Sync if using a compatible fan?

It depends on how the RGB is connected, the fan headers only affect the speed of the fans connected.

Pulled this information from Fractal's site. It appears your answer is yes provided you have the bracket included with your threadripper cpu.
