Can this memory kit improve the overall speed of my laptop?

It very much depends on the rest of the computer, Memory is just 1 component to a system's speed. The other 2 are Storage and CPU. Is the main drive a spinning HDD? (aka hard drive) if so, it will be slow no matter. If its a Solid State drive (SSD or NVME) then it should be fine. Next, look at the CPU, if its pretty old, and or low end, it could be that the cpu is being maxed out to 100% often, which would cause slowness that a memory upgrade wouldn't solve. If both the CPU and SSD are fine, and you only have 8GB of RAM or less, then yes, this kit could help improve the system speed.

Rated voltage and JEDEC ?

I just got this for my HP pavilion laptop with Ryzen 7 5700u. But the laptop gets hung at a blank screen before OS boot. A few times I managed to get into HP diagnostics, the memory test was reported as failed.

As long as the memory is rated to run at 1.2v it should have worked fine.

I tried both the modules in the kit one by one on each slot, but none of the combinations would boot into the OS. The best I could manage was the HP diagnostics menu.   Surprisingly HP diagnostics showed the manufacturer as "unknown". The ram did show up with advertised speed of 3200MHZ.

I am returning this now, but contemplating if I should get a replacement kit of the same model or not. Anyone had luck with the ultraportable Ryzen 7 laptops ? Does this require a higher voltage that might be programmed into XMP ?

This is  known issue. Install the memory. WAIT 2 (TWO) FULL MINUTES!!!!!! Then power the laptop on an it will work.
