Will this work with B450 ASrock Steel Legends Mobo?

Get memory that is made for the AM3/4 series of motherboards. Examples are: I personally use G.Skill and Viper noted below and all work at max speed, via bios setup.

When looking for G.Skill memory, G.Skill says to look for an "X" at the end of the MODEL No.
Example: F4-3200C16D-16GTZRX
Those are made for the AMD platform.

Ithe will work on z270 just fine I use it on my gigabyte z270 aorus gaming k7 and looks fantastic while doing so highly recommend

Does this ram work on non-Intel motherboards? Specifically looking to see if this ram would work with an X470 AMD motherboard, I don't see why not, but wanted to ask.

No RAM is brand dependent in such a manor. If your X470 motherboard supports DDR4 RAM at the speed the RAM specifies (which will be on the motherboard's specifications) then that RAM will be supported. If you're ever curious about whether a specific RAM module is compatible with a specific motherboard, contact the motherboard manufacturer and check documentation.

No, I ended up returning this kit because it would not run full speed on the PC I built for a friend. It is dual rank memory and Ryzen has trouble with dual rank memory.

I have gigaby Aorus gaming 5 mobo, I'm using the utility mobo software to run these RAM at 3000, but wasnot able to boot when i tried 3200 speed. Am I doing somehting wrong?

Not sure if its even relevant, but did you make sure your BIOS is updated? I have an Asus mobo and they run fine at 3200.
