I for the life of me can't find specific differences between Potenza and Veloce besides "Speed" and "Power"  is there any major difference between similar spec dual channel rams?

You'd have to reference two specific units to compare, as both the Potenza and Veloce lines (And any other brand line) have tons of speeds, CL ratings, power usage, etc... However, the speed (i.e. DDR3-1600), CL (i.e. 9-9-9-28), and voltage are the same... They really all are about the same. I usually choose the cheapest ram that fits my system, since ram these days is largely the same, and speed/CL ratings make little difference on performance.

I can understand needing this particular memory module is you are attempting to match chips inside of your PC.  If not, you may want to go to the motherboard maker's web site and look for the list of recommended memory chips.  You should find a listing of memory chips that have been tested and working in your motherboard.
