It will not, this board is socket 1150, the board you want to use for that processor is a socket 2011-3 board which should be the x99 chipset

I have two questions: The first is more of a confirmation question - can this board support an i7 4790 CPU? Newegg doesn't have it listed under boards capable of supporting 4th gen intel CPUs but the listing says it does.

Second question - can it support the use of a printer?

Yes the i7 4790 as well as all 4th gen CPUs are supported out of the box.  The motherboard does not have a printer port if you are trying to hook up a legacy printer but most every printer made in the last decade will come with USB and should be compatible.

I actually got this during the first two weeks of this being available but didnt have the budget to buy the cpu yet. I am planning to get a 4790k but will i need to update my bios through flashing it first or is it ready to use?

it supports the 4790k out of the box, but you very much want to flash to the newest bios anyway once you're up and running. The stock bios ran my 4790k at 1.4v default instead of 1.2v default. Couldn't figure out why temps were so high before overclocking until I caught that. Manually set the voltage before your OS install, but once you're done with that update the bios as soon as you can. Gigabyte has a nice windows-based utility called atBIOS that will download and install the newest bios for you.

Can the USB 2.0 DAC-UP ports be used to power USB 2.0 mouse and keyboard?

Yes, the USB 2.0 DAC-UP ports can function just like a regular USB port.  You should have no problem attaching your mouse and keyboard to this.

There is no onboard wifi.  You would need to buy a seperate wireless card or adapter to enable wifi.

yea it will work fine. as long as the RAM is 240 pin any ram will work on this board. one tip though, this board cannot fit long graphics cards because the sata ports on the board will block the card from fitting if the card is over 9 inches or so.

Yes. The MB has the right PCI Express 3.0 slot for it. If you put it in the x16 slot you will cover the x1 slot. If you put it in the x8 slot you will cover up the x4 slot.
You should be able to find a configuration that works for you depending on additional expansion cards you are using.
The other thing to be concerned about is whether that card will fit into the case you choose. Usually the case will list compatible video card size in the specs. That is a relatively short card though so you should really have no problems.

How many fan ports does this motherboard have? I have five fans in my rosewill Blackhawk case but I don't need to use them all. So how many does this have?

Do you mean CPU fan? This mother board has 2 CPU fan connector. If you have extra fan for the case you need to connect those to power not to mother board
