Does this one and every other graphics card come with an HDMI/DVI/DP Cable or we have to buy a separate one?

Monitor cables are not included with the graphics card, though your monitor likely shipped with one that will be compatible. Be sure to check the available inputs on your monitor before choosing a cable.

Oculus Rift has this card for the minimum requirements. So by that standard it is in fact VR ready.

Does this card require external power supply (PSU) hook up?

No. It's a 75 watt card. It can be powered through the PCIe slot alone. :) The GTX 1060 is a 120W card in comparison. That card requires an external power connector.

Will this card work in my Dell XPS 8500 bios v A14, 460 watt PS,  1tb SSD drive 32g ram and Blue Ray dvd player. No other drives installed, using Win 10 Pro?

It should work wonderfully. I installed it into an old 2010 gigabyte motherboard/ Q9550 quad core processor. 
I pulled out the old Radeon HD4550 card from the PCI-E slot and dropped this in.
Like a new computer! Of course the old Dell will not boot faster, or chew through your spreadsheets faster, but for games it is a huge difference.
A little snappier response times for internet and photo editing too.
But for a few dollars more, if possible, goto the much more modern GTX 1660 card. 
That would be much more future proof and where as the GTX 1050Ti will extend the life of your old Dell by maybe 2-3 years, with the 1660 in there I cant see why you cant use that Dell for another 5 years. (For daily tasks and great gaming with modern games)

Well with any graphics related question you should include your monitor resolution. With a 22-24" 1080 monitor it would run on low-med depending on how much eye candy you turn on. Generally it won't run very smooth

If you're looking for a GPU that you are able to SLI you would need the 1070/1080/1080 Ti or just wait to see if the 1100 series would have them in the future.
