You can use it for low profile PC'S or regular size towers. All you have to do is switch the brackets with a screw to change the size. Both brackets are included in this kit

I believe this card is 3D ready.  I don't personally use the 3D features since I don't have a 3D monitor, so I can't say how well it works.  But the driver will activate 3D.

I believe it would fit your acer. It works great for lower graffics for your monitor. If you want something that is a really high resolution I would recommend something with a higher wattage and bigger fan. Gigbyte makes good stuff but it's a lower cost for a reason.

I'm looking for a Media Center style card (IE, little 3d games, all videos). I'm looking for a card that can handle 4k @ 60fps. I see this has an HDMI 2.0 port. Does the card itself handle that type of output?

I haven't tried running it 4k@60fps, but I imagine that it will struggle at that resolution/fps combo.  It's a great card at 1080p, though.

is this product compatible with a dell inspiron 530 slim model with a 400w power supply?

It should. I use it in an HP Compaq 4000 Pro Small Form Factor PC with a power supply rated under 300 watts and it works great. It comes with a short bracket for sff cases but it does take up 2 slots. It gets hot when gaming (70-80 C), but I have poor case ventilation.

Yes it will.  A better question would be. Why ? Your Core duo is going to still be slow. You need to upgrade starting with that motherboard.

How noisy would you say this card is at idle? How slow can the fan go?

my computer is on 24/7 and my main monitor is a 42" LED so i am also using it for netflix and can sit an enjoy movies and play games without even noticing it. if i put my head near the tower i notice the hum; however, i would not consider it to be an interruption from regular work or play activities.

including the gold connector, the card itself is 2.75in, when the card is inserted into the mobo it is 2.5in tall without the bracket.

Anybody put one of these in a HP Elite 8200 SFF case with a 240 PSU? Wondered if it fit without modification and if it performed normally?

240 Watt PSU? I doubt that PSU supplies enough power.
