I'm not sure what you mean by the "hotspot" high temp problem, but the following are some metrics I recorded on my Linux machine while running Battlefield V in 4K 144Hz at max settings the other day:

I'm not sure what PCH is, but yes...if it's a x16 slot you can physically put the card in the slot and use it. However, if you are stuck using it at x4 mode you are limiting yourself to 1/4 of the bandwidth of the slot. In other words you won't be able to use the full potential of the card.
