Can this support two monitors standard dell monitors?

Yes it can.  You may have to get an end adapter for one of your connection cords, but it does have two monitor ports

It does not, I hoped that it would.   I did not check close enough when I ordered, so I had to order an additional adapter.

Question 3

Support for E5540 laptop?  It is not listed in the description as a compatible laptop for this docking station.

The specs say: 1 Serial port. Is this a 9 pin serial port? The pictures don't show the back of the docking station for me to be able to verify.

Yes.  We have these in our office.  We aren't using the serial port, but I have confirmed that the 9 pin serial port is on the back of the dock.

Can this be used to have three total displays, the internal plus two external?

I'm not completely sure. I currently use it to display to two monitors without any problems though. I looked around online (try the search terms "how to configure 3 displays on dell latitude protable") and found a website which may help. It seems like it will depend on the hardware in the laptop more than the docking station.

It should work with all Dell Latitude E Series laptops.   I'm using it with an E6400 at home, and also tested it with a E6540 at work.   One thing to keep in mind, to get the best video resolution from the DVI ports, set the laptop to stay on with the lid closed and close the lid when using.   If the laptop display is active, the docking station will scale the video on the monitors and it isn't as crisp and clear as it is with the lid closed.
