does this include twain drivers and will it scan in tiffs?

It does include twain drivers, both 32 and 64 bit Windows 7 drivers. I am not sure if it scans to .tif, but I suspect it does. I use it to scan to .pdf.

Is this the best Ambir scanner for scanning driver's licenses and insurance cards for a medical practice?

I ordered this scanner for a client who is a Geriatric Doctor. The receptionist uses this scanner with a software called Lytec. The scanner, with a little help from the Lytec software provider, scans directly to the software database from ease of record keeping. I personally have heard no complaints after the unit was installed. I can say that so far it has worked as it should and has given no issues.

is this product compatible with the Microsoft Surface Pro 4?

Yes, it is Windows 10 complient. so yes.

Will it scan both sides of the card in one pass?

No scans single side with one path.
