Will the RGB work without a 3PIN 5v or 4 PIN 12v header?

The RGB Fan Lighting can be controlled manually using the RGB LED Button on the Top I/O Panel, so it can work without needing a 3PIN 5v or 4 PIN 12v header.

Does this come with a hub/controller? how many fans are supported?
