What does it mean win 7 with a win 8.1 license? Is win 7 installed on it and a license to update to win 8.1?

Accepted Answer

No, just the opposite actually. It means that it comes factory installed with Win8.1, but you can choose to "downgrade" and install Win7 instead if you do not want Win8.1. Either OS however will allow you to upgrade to Win10 within a year of ownership. I would not recommend upgrading to Win10 right now as it is apparently a memory hog if you run a lot of applications at once. People are complaining of having problems on Win10 with 8GB memory when a lot of programs are running at once.
