No. The stand has to move to swivel the monitor. But it's a fantastic monitor for the price.

Can this monitor be attached to a table mount? I have one monitor, planning to buy another one, Table mount will give me room on the table to keep my work laptop as well as personal :)

Not from what I can see. The stand has no holes for mounting bolts, although it looks as though you could safely drill them.

Is the screen matte or glossy? Can it be VESA mounted?

It's not as matte as an ultrasharp, but it's certainly not glossy. Truly beautiful monitor. Not vesa compatible, unfortunately.

Can you rotate the image in the monitor settings? Curious if I mounted these upside down, if the monitor can rotate the image?

I believe the answer is that this depends more on the actual video card you are using and its associated software, rather than the monitor itself. The monitors don't have the ability to be mounted upside down, so your display card and its drive will have to support this feature.

Yes.  It came in a flat box.

Yes, that would be the same model that I purchased back in 2016, T3M82AA#ABA. 
Outstanding for a Refurb monitor. you would not know the difference.
