will this run oculus vr?

It's VR ready, it should I don't see why not, however, I am not using my CPU to run VR programs, I will in the near future with X-Plane 11 Simulator, so I would guess it should run on it just fine. But I will say, it's a wicked chip, love the power.. and smoothness of X-Plane 11 and other rendering programs, it is the BEST chip I have bought so far.

Are these Xeon processors?

Everyone is correct in saying this isn't a Xeon, but there are some "crossover" drivers used in the chipset support.  You'll see that some of the installed drivers, when installed, will label the CPU a "18 core Xeon".  Could be as simple as a string var that didn't get updated!

If you are planning any heavy overclocking, purchase either the Asus Rampage VI Extreme, or maybe even the better choice, the Asrock i9 Professional Gaming XE edition.  In my testing, the latter board has a more robust VRM cooling solution, and can put you in the 4.5 ghz range without problem.  On the Asus boards, overclocking limits are normally not CPU bound, but VRM bound (check your Cpu-z data!).  Asus boards will see VRM downclocking at VRM temps that the Asrock board just laughs at.  Both boards are good, however.  The Asus has a better BIOS implementation for its "specific core" overclocking.

what heat sink should be used?

I am using "Corsair Hydro Series™ H80i v2 High Performance Liquid CPU Cooler", and that seems to work great for me and for my case, I do plan to upgrade my case to accommodate a dual fan and larger radiator for better cooling. But the current build is working just fine, not using air cooling for this chip, I think air cooling wouldn't be sufficient for a chip like the i9 XE.

Will this thoroughly cook chicken? I need my food to remain at a safely cooked temperature before I eat it and I can't get that without a properly working stove.

No. At stock speeds and running several "bench marking" applications, the i9-7980xe remained at a cool 58c on all 18 cores/36 threads. Granted, I have a custom water loop (360mm double wide radiator) and ambient temp in the house was 22-23c at the time of testing.

To thoroughly cook chicken, the recommended temp is 73.8839c (or 75c depending on the website.) Sorry you'll have to find a Vega64 to achieve your dreams of cooking your delicious meal.

Nop, it is core extreme (XE) with 18 cores. it targets the market of extreme PCs mostly for gamers and engineering. Xeon is oriented to servers and high end workstations with more RAM and L-cache capacity.

Considering a thermal barrier is a material used to shield a space or object from fire or other extreame heat I'd say no it can't... As it doesn't have a thermal barrier and will throddle itself before it even hits a temperature that can boil water...

But if you're thinking of thermal throddle, yes it can if your cooler isn't sufficient. You'll need to go with a powerful AIO liquid cooler or a beast of an air cooler if recommend:

NZXT X62 (liquid) or Noctua NH-D25 (air) do note the X62 has a dual 140mm fan radiator and not ll cases will support it.

Does it really only support DDR4-2666? If I use higher freq memory it will still just run it at 2666 right?
