Yes. This image is the underside of the fan. The 3 metallic lines are pre-applied thermal paste. All stock Intel CPU fans come this way. No need to buy your own thermal paste, just be careful not to smear it when you're working with the fan.

does the unit have the bracket as well for the screws to mount?

For xeon boards that use these coolers there is no bracket (missing or otherwise). The design of these fans is to spring screw directly into sockets on the motherboard.
