Does this CPU include a CPU cooler?

Yes, it does include a heat sink. It's a little thing, but it does OK when the CPU is running at 100% load. The CPU temp is only about 50 deg. C. at that load. I ran it for several days that way doing a memory test.
Be aware that this a Kaby Lake processor, so your motherboard BIOS has to support that version of CPU. For example, the ASRock Rack E3C236D2I motherboard needs BIOS version at least 2.2 to support Kaby Lake, and that motherboard I purchased at Newegg had only a v1.0 BIOS. I had to call ASRock to get a new BIOS chip so the board would boot.

How cool does this run? Especially idle?

I think it runs cool, but I have not measured it.  It is in a family member's computer which is on almost continously so it mostly idles.  It has never overheated or shutdown.  I choose this CPU because I thought it would run cool from its specifications.

Question 3

Will the fan and heatsink included with this CPU fit in a 1U server rack case?

Negative. I have this cpu and fan installed in a 2U server case. The combo is too tall for a 1U case.
