No.  Only "2-In-1" devices come with touch screen capability.

How is the fan performance?  Does it get annoying after a while?

It flares up during windows updates, or when other windows services decide it's time to run for some reason (wsappx, for instance).  These processes seem to run less when I run on battery power only, reducing the need for the fan and resulting in quieter performance.  For this reason I use the laptop on battery power for as long as possible (keeping it charged only  at 60% to maximize battery life), and only plug in when it needs recharging, which happens when power saver kicks in at about 20% battery life remaining.
