Question 2

I need to be able to use the 3rd PCIe down from where the card is installed.  Can someone who owns this confirm that this card does indeed only use up 2 PCIe slots?  (I am using a workstation/server board so my PCIe slots have standard spacing.

Yes it is does BUT you can install an EK water block onto the the 1080 and this will allow extra space for using your other PCI - E slots

will this card run in a pci express 2.0 board cause this is pci 3.0?

You can use pretty much any GPU in any PCI slot, it will just not run at full capacity.  My understanding is that the difference between PCI 2.0 and 3.0 will only lose you about 5% of FPS...but tbh I wouldn't buy a higher-end card like this if your mobo doesn't even have PCI 3.0, it will be bottlenecked like crazy by your CPU since PCI 3.0 has been standard for like 8 years now...
