I have 450W power supply should i upgrade it?

when calculating power source requirements you need to look at all core components to come up with the total watts required(how many hard drives ,fans, etc ) that being said 450W seems pretty low for a PS in any newer system, especially if at a later date you wish to run this card in a dual or multiple vid card situation. I went with corsair ax 860. There are many online tools to calculate your total system wattage, then get a PS with a buffer large enough to accommodate a 2nd Vid card. Good Luck

This card says it has a PCIE 3.0 x16, will that work in a 2.0 slot, or do I need to upgrade my motherboard?

Yes, it will work in your current motherboard. PCI-E is backwards and forwards compatible, similar to USB 2.0 and 3.0. The higher number allows for more bandwidth, however the R9 280 will not max out what's available in the PCI-E 2.0 slot so you are fine with what you have.

HI, I am willing to buy this card but i dont know if is going to work with my PSU, i have a corsair 500w, i already did some research, look on pcpartpicker and my machine has to work, but i have seen people saying that is not going to work with a PSU less than 750. I need you guys to tell me, is that is true? and i need that information guaranteed

It depends on your other hardware as well, Newegg actually has a PSU checker that inquires the information you're looking for. It informs you the rough estimate amount of wattage you will need depending on your specs, use it and it should give you a good idea.

I personally would recommend upgrading to a 700w, single rail, and 80+ certified PSU that will support your gaming needs and not die on you quickly. I have a corsair 700w for my build, and that is more than enough for this GPU.

If you're planning on purchasing more than 1 of these bad boys I would ABSOLUTELY RECOMMEND GETTING MORE THAN 750w. Or else risk crashing.

Can I run two of these on a 500 watt psu?

It's not recommended, if you are looking to buy two of these and run crossfire it's not worth it just buy a r9 390 or equivalent card, if you already own one 280 then  do as you wish,  either with a r9 390 or crossfired 280s you should have at least a 650watt and i would recommend a 750 or higher. The power supply is the heart of your computer if you stress it to much and it pops there is a chance it takes everything down with it.  There are other things to take into consideration also, for example AMDs generally use more watts then an intel cpu. Even case fans can use a few watts. Supplying less watts to your computer then it wants can mess things up also,  having more watts  is always better then having less,  less stress on the power supply, less stress on your system. Just take everything into consideration before you move forward.

How good is it for gaming?

I've been using it with an AMD- 8350 and 8gb RAM, and it has served me very well. It certainly isnt  the best, but if you are aiming for best value performance (not to be confused with best performance) this will serve you well.  I'm able to put graphics on high for nearly all current games and they run smoothly. So this does its job and when it doesnt, you can pop in a second one in CrossFire

Absolutely!  From what I could see looking online for your monitor, it looks like you have 2 HDMI cable connectors in the back (among others).  I would highly recommend connecting this card via the HDMI connections.  My own monitor is only a DVI connector so I had to purchase an HDMI (video card side) to DVI connector and I am looking now to upgrade or at least replace my 24" with one that had HDMI connectors.
