Would this lower SATA3 speeds down to SATA speed?

No. If the motherboard and the hard drive both support Sata 3, then this will work. Because it is only a cable, it will not affect speeds.

Will this work in a laptop? Hear me out, I purchased a larger 2.5 HDD however it is thicker than a normal 2.5 HDD. I need to bridge the connection from the laptop board to the HDD. The drive WILL fit the HDD bay space, it just will not fit the pre-determined board spacing.

I did not purchase the cable for that purpose, but my purpose is similar. With the use of a drive duplicator I make backups to my computer HHD to SSD 2.5" drives. you might have issues internal to the laptop computer, space. You might try doing what I did. use a product to make you new drive a duplicate of you older drive. Or I might not understand your issues.

will this work with one of the SmarTech duplicators?

Yes, it would. The Duplicators would accept the connection.
